The Tampa Alumnae Chapter began its local Delta G.E.M.S. Program (formerly known as 'Delteens') in the early 70's with a successful initiative designed to "catch the dreams" of African American at-risk teenage girls. The program objective then provided the framework and continues to actualize those dreams through the performance of specific tasks that develop a "CAN DO" attitude.

The Delta G.E.M.S. (Growing and Empowering Myself Successfully) Program honors the 12th National President of Delta Sigma Theta Sorority, Inc., Dr. Jeanne L. Noble, and was officially renamed The Dr. Jeanne L. Noble Delta GEMS Institute. It is a nationally recognized education development program sponsored by Delta Sigma Theta Sorority, Inc. to help youth participants who are emerging young ladies between the ages of 14-18 and/or grades 9-12 discover their brilliance. The program also focuses on developing compassionate, caring and community-minded young women with an academic emphasis placed on planning for high school years and beyond, promoting high levels of personal success and proper goal setting and rendering community service through volunteerism.
